A Proclamation

JUNETEENTH DAY

JUNE 19, 2022

WHEREAS, our nation was founded on a declaration that "We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness"; and

WHEREAS, the New Hampshire State motto, "Live Free or Die," epitomizes our citizenry's high value for liberty; and 

WHEREAS, before the Civil War, an act was passed in New Hampshire in 1857 that "no person, because of descent, should be disqualified from becoming a citizen of the state," and at the time, there were no slaves listed in the U.S. Census for the State of New Hampshire; and

WHEREAS, many citizens of New Hampshire aided the Union in its defeat of the South and its quest to enshrine slavery; and 

WHEREAS, President Abraham Lincoln issued his historic Emancipation Proclamation on January 1 , 1863, stating in part that "that all persons held as slaves" within the rebellious states "are, and henceforward shall be free"; and

WHEREAS, it was on June 19, 1865 that the Union soldiers, led by Major General Gordon Granger, arrived in Galveston, Texas with news that the Civil War had ended and the enslaved were now free; and 

WHEREAS, our nation's ideal of equality for all and our state's value for liberty can often be taken for granted and assumed to be a birthright for all; and

WHEREAS, Juneteenth is a vital celebration that reminds us of the liberation of those who were enslaved in our country· in direct contravention of that on which we were founded, and that reminds us that we are all equal and free people; and

WHEREAS, being free and equal people empowers us to be a great State and nation;

NOW, THEREFORE, WE, THE WINDHAM BOARD OF SELECTMEN, do hereby proclaim JUNE 19, 2022 as JUNETEENTH DAY in the Town of Windham and call this day to the attention of all our residents.

Given on this 6th day of June, 2022 by the Board of Selectmen, Town of Windham, New Hampshire.
